Workforce Skills Qualifications (WSQ) framework is designed to benchmark skills progressions and map corporate leadership capabilities and chart leadership development roadmap for business leaders.
It enables leaders and managers to keep up-to-date with the latest trends and practices through structured and peer learning. It also allows you to gain recognition of their competencies through modularised competency training programmes within a nationally recognised framework.

ODC WSQ courses are designed to be practical, engaging and relevant to the workplace. Rather than relying mainly on lectures, our programmes use experiential learning to help participants understand concepts, practise new skills and apply what they have learned with greater confidence.

Funding Support & Reimbursement
CORPORATE SPONSORED LEARNERS (COURSE FEES PAID BY EMPLOYER)
COURSE FEES FUNDING
Funding Support for ODC WSQ Courses

Eligible learners and employers may receive government funding when enrolling in selected ODC Workforce Skills Qualifications (WSQ) courses.
-
The funding available depends on the course, the learner’s citizenship and age, and whether the course is self-sponsored or by an employer.
Enhanced Support for Mid-Career Singaporeans (70% funding support)
-
Singapore Citizens aged 40 and above will receive higher course-fee subsidies under the SkillsFuture Mid-Career Enhanced Subsidy when attending eligible SSG-supported certifiable courses.

This enhanced subsidy is available only to Singapore Citizens who qualify for the applicable base course-fee subsidy.

Workfare Skills Support
Eligible lower-wage workers may receive additional support under the Workfare Skills Support scheme when attending qualifying courses.
Depending on the learner and course, the support may include:

Absentee Payroll support for eligible employers
Workfare support and course eligibility are subject to prevailing government criteria. Learners should check the individual course listing or contact ODC for assistance before registration.
Enhanced Funding for SMEs (70% funding support)
Eligible small and medium-sized enterprises may receive up to 90% course-fee funding when sponsoring employees for selected ODC WSQ courses under the Enhanced Training Support for SMEs scheme.
To qualify:

The company must be registered or incorporated in Singapore and meet the prevailing SME eligibility criteria.

The employee must be directly employed by the sponsoring company.
-
The sponsored employee must be an eligible Singapore Citizen, Permanent Resident or LTVP+ holder.

The selected course must qualify for the applicable funding.
-
The employer must sponsor the employee and pay the required course fees.
Both full-time and part-time employees may qualify, provided the applicable employment and CPF contribution requirements are met.

REIMBURSMENT SUPPORT
SkillsFuture Enterprise Credit (SFEC)
Eligible companies with an available SkillsFuture Enterprise Credit balance may use the credit to offset part of their remaining out-of-pocket training expenses after the applicable course-fee subsidies have been applied.
SkillsFuture Enterprise Credit is separate from SME course-fee funding and is not automatically available to every company. Eligible companies should check their available credit balance and the prevailing utilisation conditions.

Absentee Payroll Funding

Eligible employers sponsoring employees for qualifying ODC WSQ courses may receive Absentee Payroll Funding.
-
This support helps employers offset part of the manpower costs incurred when employees attend training during working hours.

Absentee Payroll Funding is currently provided at a fixed rate of $4.50 for each hour of attended training, subject to a maximum claim of $100,000 per organisation per calendar year.

The employee must complete the required training, and the employer must meet the prevailing eligibility and claim requirements. Funding is subject to approval by the relevant government agency.

INDIVIDUAL SELF SPONSORED (COURSE FEES PAID BY LEARNER)
Using SkillsFuture Credit

After the applicable course-fee subsidy has been applied, eligible Singaporeans may use their available SkillsFuture Credit to offset the remaining nett course fee.
Course-Fee Funding for Individuals (50% to 70% funding support)

Eligible Singapore Citizens and Permanent Residents may receive course-fee subsidies for selected ODC WSQ courses.

The applicable subsidy is usually deducted from the full course fee, so eligible learners only need to pay the nett fee. The final amount will depend on the course and the learner’s eligibility.
